Colombian Housing Minister Jaime Andrés Beltrán announced on August 13 the start of reconstruction phases and work with compensation funds to support disaster-affected families. Caracol Radio first published the announcement at 7:51:36 p.m., and the ministry relayed it at 8:48 p.m.

Reconstruction phases announced

Speaking from the Palacio de San Carlos, Jaime Andrés Beltrán said reconstruction phases were beginning to advance housing solutions for affected people. The ministry confirmed that it would work with compensation funds to support families.

The announcement follows a meeting between the government and construction-sector representatives. The consulted sources, however, publish neither a detailed works timetable nor a territorial allocation.

Reported rent subsidies

Caracol Radio reports that President Abelardo de la Espriella announced an agreement on rent subsidies for affected populations. The statement is attributed to the president by the broadcaster.

The available publications do not give amounts, eligibility criteria, payment dates or a beneficiary count. It is therefore an announcement whose terms still need to be formalised.

The national scale of housing damage

UNGRD’s toll with a 5:00 p.m. cutoff the same day lists 65,841 damaged homes and 10,677 destroyed homes nationwide. These figures describe recorded damage; they are not a beneficiary list for the announced mechanism.

No number of homes to be repaired or rebuilt through this mechanism has been published. The legal text governing the assistance and the precise role of compensation funds also remain pending.

Implementation still needs detail

It remains essential to distinguish the political launch of reconstruction phases from the actual execution of works or payments. The sources establish an announced direction and partnership, not the effective award of assistance to each family.
