President Abelardo announced at 10:47 a.m. on August 16 that Jaime Gilinski and Raquel Kardonski were donating 150 billion Colombian pesos for Cali. A letter released at 3:06 p.m. says the funds are intended for the reconstruction of health and education infrastructure.
Three types of facility identified
The letter names hospitals, health centres and educational facilities in Cali. It does not provide a list of beneficiary buildings or a breakdown among the three categories.
National mechanisms are expected to be used
The donors say they intend to use the national government’s reconstruction mechanisms. The communication does not yet describe an agreement, implementing entity, project-selection procedures or financial controls.
