Building habitability is becoming a major task after the earthquake. Asocapitales and the Escuela Colombiana de Ingeniería Julio Garavito announced an alliance to make structural specialists available to local authorities in Manizales, Pereira, Cali, Armenia and Quibdó. Their effective deployment had not yet been confirmed when the announcement was published.
Manizales faces a gap of several hundred engineers
According to Asocapitales, Manizales authorities are requesting 400 to 500 engineers to assess more than 2,000 buildings, while about 100 specialists are currently available. These figures describe the need and capacity reported by the association; they are not a count of inspections already completed.
The task is to determine which buildings can be safely reoccupied. A technical assessment is not the same as a visual check from outside and must remain under the coordination of authorities and qualified professionals.
Professors, researchers and graduates offered as reinforcements
The Colombian School of Engineering is making professors, researchers and graduates specialising in structures available. Asocapitales is to act as a link between the institution and the relevant city or departmental authorities.
The partners were still working on the conditions needed to move volunteers to the affected areas. The announcement does not state how many specialists are already committed, when they would arrive or how many buildings have been inspected under this arrangement.
Five capitals named as priorities
The support is to prioritise Manizales, Pereira, Cali, Armenia and Quibdó according to the needs reported by each territory. This list identifies an intended priority; it does not show that teams are already present in all five cities.
Needs may also differ considerably from one city to another. Manizales is the only city for which the announcement gives a numerical target for engineers and buildings to be assessed.
A shared guide for building assessments
The School is preparing a technical guide bringing together current standards, applicable requirements and guidelines for building assessments. Its stated aim is to give specialists a common framework and support consistent field decisions.
The deployment schedule, the number of professionals actually mobilised in each city and the results of the first inspections still need confirmation. Those markers will show whether the offer of support has become an operational capacity.
